You are absolutely right. I also find that it is easier for young startups to put things in production for various reasons, for example, they can cookie cut production pipelines quickly and they don't have to deal with scale issues more often than not. on the other hand there are various MLOps companies that provide a SAS service that enable you do get into production quickly.
